On Monday, March 18th President Andrzej Duda signed the bill establishing the Łukasiewicz Research Network. At the same time it transforms PORT Polish Center for Technology Development from being a limited liability company into a research institute and includes it into the network. This act will enter into force on April 1, 2019.

Many scientific fields

The Łukasiewicz Research Network Act, dated February 21st 2019, connects 37 research institues, the majority of which operate under the Ministry of Entrepreneurship and Technology. They represent various fields of science, including: biotechnology, chemistry, pharmaceuticals, electronics, electrical engineering, materials engineering, precise engineering, metallurgy, optics or aviation. They are joined by PORT Polish Center for Technology Development, which on the date of entry into force of the Act will become a research institute.

Goals of the network

The Łukasiewicz Research Network is to provide scientific means to implement the programs of strategic importance for the state. Its assignments will include  conducting applied research important to economic policy and raising public awareness of advanced technology. As the law’s creators ensure in its explanatory statement: – The network will provide a more efficient cooperation of the research institutes which will become part of it, i.a. thanks to a unification of management mechanisms of finance, human resources, real estate and intellectual property laws, but it will also enable an effective supervision of the integrated institutes’ operations.

Between science and economy

One of the key aims of the network is also building a “bridge” between science and economy. – It is a very important bill; it will indeed allow a more intensive and efficient commercialization of Polish technology – said Piotr Dardziński, the Deputy Minister of Science and Higher Education, during the Senate debate on the bill. There are prominent scientists working in Poland who often stumble upon a “commercialization barrier”, as he assessed. The network institutes are to focus on applied research and the process of application in industry.

Cooperation support

The network will be coordinated by the Łukasiewicz Center, which will be a state’s legal person. The tasks of this institution will also include the provision of financial resources and cooperation mechanisms to the entities creating the network and commercialization of the scientific research results and development activities. The seat of the center will be located in Warsaw and the network will consist of:

The network is an integral part of the National Innovation System. Its creation is an effect of implementation of the Strategy for Responsible Development.
